Asian jurisdictions identified EUR 1.6 billion in additional tax revenue in 2025 through exchange of information (EOI) and voluntary disclosure programmes, according to the Global Forum on Transparency and Exchange of Information for Tax Purposes. The figures appear in Tax Transparency in Asia 2026: Asia Initiative Progress Report, published on 9 June 2026 alongside the tenth meeting of the Asia Initiative in Tokyo.
Since 2009, Asian jurisdictions have collectively identified EUR 25.7 billion in additional revenue, representing 18% of all additional revenue identified globally through EOI activity.
The region now operates 3,395 bilateral EOI relationships. Of these, 84% are grounded in the Convention on Mutual Administrative Assistance in Tax Matters. Most jurisdictions covered by the report have fully functional EOI frameworks, with empowered competent authorities and dedicated internal units.
Exchange of information on request (EOIR) continues to mature. Its use is also broadening: between 2009 and 2022, five jurisdictions accounted for 94% of all requests. By 2025, eight jurisdictions represented 90% of requests, indicating that new active users are emerging across the region.
Global Forum peer reviews show that more than 80% of Asian members hold satisfactory EOIR ratings, rated either "Compliant" or "Largely Compliant". The report identifies beneficial ownership requirements, and their supervision and enforcement, as areas still requiring improvement.
Fifteen Asian jurisdictions are already exchanging data under the Common Reporting Standard (CRS). Their tax authorities received information on 76 million foreign financial accounts in 2025, covering EUR 4.1 trillion in total assets.
Around 40% of assessed jurisdictions still need to adjust their CRS legal frameworks. Most are nonetheless rated "On track" for practical implementation.
Eleven Asian jurisdictions have committed to implement the Crypto-Asset Reporting Framework (CARF), with automatic exchange of information on crypto-asset transactions due to begin in 2027 or 2028. Capacity-building work is under way to support timely legal transposition and operational readiness.
The Global Forum Secretariat provided bilateral technical assistance to 20 Asian countries during 2025. Over 1,100 tax officials from 26 jurisdictions participated in 28 training and experience-sharing events; 52% of those officials were women. More than 350 officials completed Global Forum e-learning courses, and certified trainers from the "Train the Trainer" programme trained a further 1,600 tax officials in their home jurisdictions.
The report marks the fifth anniversary of the Asia Initiative, launched in 2021 under the Indonesian G20 Presidency. The tenth Asia Initiative meeting was co-organised by the National Tax Agency of Japan and the Global Forum Secretariat.
