Twenty-nine officials from 15 Caribbean jurisdictions gathered in Georgetown, Guyana on 30 and 31 July 2026 for the Caribbean Regional Meeting on Tax and Development. The meeting was organised under the Caribbean Tax Outreach Programme, a regional initiative established in 2025 to support tax capacity building, peer learning and structured dialogue on tax policy and administration across the Caribbean.
The agenda covered several substantive areas: the Global Minimum Tax and its interaction with existing tax incentive regimes; taxation in the tourism sector; and the modernisation of tax administration more broadly. The Global Forum on Transparency and Exchange of Information for Tax Purposes also presented updates on international tax transparency standards and highlighted the Caribbean Dialogue, a dedicated regional initiative run jointly with the Caribbean Community (CARICOM) and the Caribbean Organisation of Tax Administrators (COTA) to support implementation of those standards.
Participants stressed the importance of domestic resource mobilisation in addressing both economic pressures and climate-related challenges. Development partners attending the meeting reaffirmed support for implementing international tax standards, advancing transparency and strengthening administration in ways tailored to regional needs.
The meeting ran alongside the 27th General Assembly and Technical Conference of COTA. It concluded with a shared commitment to deepen regional co-operation through both the Caribbean Tax Outreach Programme and the Caribbean Dialogue.
The Caribbean Tax Outreach Programme is led by CARICOM and COTA in collaboration with the Commonwealth Association of Tax Administrators (CATA), the Inter-American Center of Tax Administrations (CIAT), the IMF through its Caribbean Regional Technical Assistance Centre (IMF/CARTAC), the OECD and the World Bank Group. Since its launch in March 2025 the programme has delivered seven technical webinars on topics including e-invoicing, tax and crime, tax morale, transfer pricing and VAT on digital trade.
