The Qatar General Tax Authority (GTA) activated its Global and Domestic Minimum Tax (Pillar Two) Registration Service on 2 August 2026. The service runs through Dhareeba, the GTA's electronic tax platform at dhareeba.gov.qa. All in-scope MNE groups must complete initial registration by 31 October 2026, three months from activation.
Alongside the launch, the GTA published the Qatar Pillar Two Framework Guide – Registration & Compliance on its website. That guide is the primary operational document for the registration process and should be the first port of call for in-house tax teams and advisers working with Qatar constituent entities.
What registration requires
The Dhareeba platform centralises the registration process. In-scope entities must submit core group and entity information, identify the Ultimate Parent Entity (UPE) of the group, and designate the local Qatar entities subject to the Pillar Two rules.
Where an MNE group has more than one constituent entity in Qatar, one entity must be formally appointed as the Designated Local Entity (DLE). The DLE acts as the primary point of contact with the GTA for all Pillar Two matters, including filing and payment obligations. The DLE designation is mandatory, not discretionary, wherever multiple Qatar entities exist.
Practical steps for groups
Groups should move promptly rather than waiting for the deadline. The immediate priorities are:
1. Confirm DLE appointment. Determine which Qatar entity will carry the DLE role for registration and ongoing compliance.
2. Compile group structure information. Identify the UPE, map Qatar constituent entities, and gather the core entity data the platform requires.
3. Review the Registration & Compliance Guide. The GTA's guidance document is available now on gta.gov.qa and sets out the platform's requirements in detail.
4. Complete registration on Dhareeba by no later than 31 October 2026.
Three months is a shorter window than many jurisdictions have allowed for equivalent Pillar Two procedural steps. Groups with complex Qatar structures, or those yet to confirm their UPE chain for local purposes, should treat this as urgent.
